We had to wait a long time for the new free Express Edition - Oracle XE. Some time ago it was released in the Linux version. Today it was released the Windows version!
Due to many innovations, security features, etc., we strongly recommend upgrading from Oracle XE 11g to Oracle XE 18c.
Patches are still not provided for the Express Edition - however, a new version of this free edition will be yearly released in the future.
